Andy Winkler (President)

Andy Winkler is the General Manager of Wieser Concrete Products Inc. His current responsibilities are production, sales, safety, and onsite supervision for installations. He has been involved in the precast business for 26 years. He has a Degree in Construction Management from the University of Wisconsin – Stout. Andy serves on National Precast Concrete Association Safety committee along with chairing the Boom truck task force Committee, co- chairs the MOWA convention committee, is a past president of MOWA, attends and displays at several onsite conferences nationwide, and conducts septic training seminars in Wisconsin for more than 1000 plumbers annually for the past 12 years. Mike Capra (President-Elect)

Mike Capra has worked in the on-site industry ever since he can remember. His dad began Capra’s Utilities, Inc. in 1989 and was the owner until Mike purchased the business from his dad in 2002.  Mike received his SSTS certification shortly after completing high school. Capra’s Utilities, Inc. specializes in the installation, design and repair of septic systems, sewer lines and water lines, including sewer lining (CIPP). Mike is a current MOWA member and has served on the MOWA Board.  His company has eleven employees that have collectively over 75 years experience in the on-site industry.  Mike and his wife, Kris, also own several commercial properties that they rent out to other small businesses.  Mike resides in Hugo, MN with his wife and three boys.

 

 

 


 

 

 

 

 

 

 

Dean Flygare (Past President)

Dean started Flygare Excavating in 1992 after 11 years of previous experience in the onsite industry. He is a licensed installer, and basic designer/inspector. He is also a current MOWA board member. His company currently has 3 full time, and two part time employees, and has expanded into directional drilling, and hydro-seeding. He co-owns his company with his wife Debbie, and his son Darren.

Cindy Tiemann is Co-owner of Fiedler Your Pumping Specialists, Inc. based out of Royalton.
Fiedler’s has a total of 11 employees providing wastewater system maintenance and services to residents and businesses in a 5 county area in Central Minnesota.  Prior to her current role in wastewater, Cindy worked as a Registered Nurse for over 30 years.   She holds a master’s degree in nursing education and is MPCA certified as a Type 4 wastewater operator, Maintainer and Service Provider.  In addition to being a member of the Board of MOWA, she also serves on the MPCA SSTS Advisory Committee.    Cindy and her husband Jeff also own and operate a crop farm as well as raise poultry for Pilgrim’s Pride.  In her spare time she enjoys camping and spending time with family, especially her 3 grandchildren.

 

 

 

 

 

 

 

 

 

 

Pete Otterness (Treasurer)

Pete started his career in the environmental world looking at groundwater and crawling in and out of sewers to identify problems with I&I and waste characterization and strengths for permit required compliance issues for 12 years with Minnesota Valley Testing Laboratories.   In 2008, he began as a regulator with Blue Earth County focusing on septic system installation and compliance.   In 2014 he crossed the river to be the Senior Sanitarian for Nicollet County and run the septic program for Nicollet County.  He is a 1994 graduate of Gustavus Adolphus College with a Biology degree.  He is an Adv Designer/ Adv Inspector.  He currently serves on the SSTS Advisory Committee, the U of MN septic design program team and on the MPCA Technical Advisory Panel.

 

 

Eric Blasing

Mr. Blasing is a Civil Engineer with Wenck Associates, Inc. He received his Bachelor of Science and Master of Science degrees from the University of Wisconsin–Madison.  Mr. Blasing holds several registrations including; WI, MN, ND, and OH Professional Engineer, WI Certified Soil Tester, and MPCA SSTS Designer and Inspector. Mr. Blasing has fifteen years of consulting experience working on wastewater collection and treatment projects serving a wide variety of residential and commercial establishments.

 

 

 

 

 

 

 

 

 

Stacey Feser

Stacey started a business, Feser Environmental, 3 years ago where she designs, inspects, and installs residential and commercial septic systems.  Prior to that Stacey worked for 7 years with the Septic and Wetland program at Blue Earth County in Mankato, MN.  She has her Master’s degree in Soil Science from the University of Minnesota, holds all the Subsurface Sewage Treatment Systems (SSTS) certifications, and helps teach Soils courses in the OSTP program.   Stacey resides in Le Sueur, MN with her husband Nick and their 3 children, Grace, Brennan, and Addison.

 

 

 

 

 

 

 

 

 

 

 

Nick Haig

Nick Haig, State Program Administrator, MPCA – Nick has been a program administrator for the MPCA’s Certification and Training Unit since 2012. His main focus is on improving the quality and relevance of the environmental professional certification process. He was the program coordinator for the Onsite Sewage Treatment Program at the University of Minnesota for seven years and spent three years engaging small communities in the wastewater infrastructure upgrade process. Nick holds a B.S. in Environmental Policy and an M.S. in Water Resources Science.

 

 

 

 

 

 

 

 

 

 

Chris LeClair

Chris LeClair, a Registered Environmental Health Specialist, is the Director of the Land & Resources Management Department in Otter Tail County, Minnesota, a county with 1,049 lakes.   That Department regulates all septic systems in Otter Tail County and issues permits for all activities within the shoreland areas in the County.  Previous to Otter Tail County, Chris served as a Senior Environmental Health Specialist with the Washington County Department of Public Health & Environment from 1996 to 2018, where he conducted soil observations, septic system installation inspections, inspections of food, beverage and lodging establishments, pool inspections, public health nuisance complaints, and managed the County’s radon program.  Chris graduated from the University of Minnesota’s College of Natural Resources with a Bachelor of Science degree in Natural Resources and Environmental Studies in 1995.

 

 

 

 

 

 

 

 

 

Bernie Miller

Bernie is the owner of Miller’s Sewage Treatment Solution which is based out Kimball, Minnesota.

Bernie has over 20 years of septic design experience, more than 25 years of experience with soils and has designed over 3000 septic systems.  Bernie holds a registration for an Advanced Designer, Advanced Inspector, Service Provider and Maintainer.   Affiliations include; Minnesota Onsite Wastewater Association and National Onsite Wastewater Association.

 

 

 

 

 

 

 

Travis Johnson

Travis attended Vermillion Community College in Ely, MN then moved on to Lake Superior College in Duluth, MN. After graduating he began his career as a Production Manager in the construction industry. He joined Septic Check in 2009 on the installation crew and earned his basic and intermediate designers license.  Travis has partnered with Brian growing the business and is now the Production Manager over seeing all projects on the commercial and residential level. He recently obtained his advanced designers license and sits on the board of The Minnesota Onsite Wastewater Association.  Travis resides in Milaca with his wife Jen and two daughters Teagan and Jorie. He’s passionate about the outdoors and hunts everything from bears to muskies, there isn’t an off season for Travis. He loves to share his outdoor experiences with his girls and gets them involved IN all four seasons.
